Insurance and Ontario Disaster Assistance

What RSM provides

Independent education, resource organization, research translation and pathways to official information.

What remains external

Government eligibility, insurance coverage, legal requirements, engineering decisions and emergency direction.

Review discipline

Current-event and programme pages must be rechecked when dates, maps or rules change.

Resource design

Useful information needs context, authority and an action path.

Policies differ

Overland water, sewer backup, groundwater and sump failure may be treated differently.

Report promptly

Follow the policy’s notice and mitigation requirements.

No double recovery

Insurance and other payments are considered when public assistance is calculated.

Preserve decisions

Keep coverage letters, estimates, payments, deductibles and reasons for denial or limitation.

Purpose

Start with the actual policy

General web descriptions cannot tell a person what their purchased policy covers. Obtain the declarations, endorsements, deductibles and claim instructions. Describe the observed event accurately rather than changing terminology to fit an expected coverage category.

Evidence and context

How DRAO interacts

Ontario states that DRAO is not a replacement for insurance. Applicants must disclose insurance and other recoveries, and the programme addresses eligible costs not covered by those sources within current limits and rules.

How DRAO interacts

Responsible use

Disputes and documentation

Ask for coverage decisions and required information in writing. Keep a timeline of calls, inspections, estimates and payments. If a dispute arises, use the insurer’s complaint process and appropriate external advice rather than assuming RSM can interpret or decide the policy.

Disputes and documentation

Use sequence

Move from information to a responsible decision.

  1. 1

Review safety and prevent further damage.

  2. 2

Notify the insurer and obtain a claim number.

  3. 3

    Document coverage, decisions and payments.

  4. 4

Check DRAO activation and uncovered eligible costs.

  5. 5

Keep one reconciliation of all recovery sources.

Avoid these mistakes

Common ways useful information becomes misleading or unsafe

  • Assuming standard home insurance includes flood and sewer backup
  • Using different cause descriptions for different applications
  • Failing to disclose another payment
  • Accepting a verbal denial without a written record

Frequently asked questions

Scope, accuracy and next-step questions

Does DRAO pay the insurance deductible?

Current programme rules and eligible-cost treatment control; do not assume every deductible is reimbursed.

What if the insurer denies the claim?

Keep the written reason and still review DRAO rules, but a denial does not automatically establish provincial eligibility.

Can I claim the same invoice twice?

No. Public assistance is not intended to duplicate insurance or other recovery payments.

Does sewer-backup coverage equal overland-flood coverage?

No. They can be separate endorsements with different definitions and deductibles.
